Dr. Loewinger was born and raised in New Jersey. He attended the prestigious Penn State-Jefferson Accelerated BS/MD Program, the oldest such program in the nation. After graduating from the Jefferson Medical College in 2003, he entered the Internal Medicine residency at North Shore University Hospital in Long Island. While there, Dr. Loewinger won multiple awards for his efforts in medical research. He developed a special interest in cardiology and worked closely with the cardiology department, both clinically and academically. In 2005, Dr. Loewinger started doing research with cardiac CT, at the time a very new technology. At the end of residency, Dr. Loewinger was accepted into the Cardiovascular Disease fellowship at the Robert Wood Johnson University Hospital in New Jersey for the 2007 academic year.

 
After graduation from residency, Dr. Loewinger was contacted by UCLA and offered a research fellowship in advanced cardiac imaging. There, he worked with Dr. Matthew Budoff, an acknowledged pioneer and global leader in the field. Dr. Loewinger spent six months learning advanced imaging techniques. While at UCLA, Dr. Loewinger was also an integral part of Dr. Budoff's teaching program, educating hundreds of physicians from all over the world in the theory and clinical practice of the budding technology. Dr. Loewinger worked on multiple research studies, including the groundbreaking Multi-Ethnic Study of Atherosclerosis (MESA).
